The screen asks one narrow question: can a first-time owner-occupant buy a two-to-four-unit here with an FHA loan, live in one unit, rent the rest, and come out ahead of renting? In Sheboygan the answer is yes, by $271 a month. That verdict rests on the unit count: Redfin does not publish one, so the model infers it from bedrooms (one unit per two), and on a six-listing sample that inference decides the sign; three of the six survivors are counted as triplexes from their bedroom counts, and counted as duplexes the median would be about $47 behind renting.

What the two prices mean: with only six listings, entry ($149,900) is the second-lowest asking price and typical ($189,900) is the upper of the two middle ones. Both are asking prices, not sales, and the kept figure on this page is the median result across the 6 surviving listings, each run at its own price, unit count and ZIP rent; the payment is the median of their payments. The FHA two-unit limit here is $693,050, covered below.

The rent benchmark on this page is HUD’s FY2027 one-bedroom Fair Market Rent for the Sheboygan, WI MSA, $918 a month, in effect from October 1, 2026 [2]. I use HUD’s figure rather than a listing-site average because the one asking-rent series read for Sheboygan (Zumper) sits 41% above it on a thin sample; the sources say more. On Zumper’s higher figure the same buildings would come out further ahead (about $1,080 a month on my re-run), not behind, so HUD’s rent is the cautious choice here. The model scales that figure by ZIP with HUD’s FY2026 Small Area Fair Market Rents [3], so a building in a cheaper ZIP is measured against a cheaper rent. A two-bedroom is about $1,110 on HUD’s FY2026 small-area fair market rents, in the one ZIP where the survivors sit, and $1,168 on HUD’s FY2027 two-bedroom Fair Market Rent for the same area.

Why it matters twice: that rent is what you would pay to keep renting, and it is also the yardstick for what the other unit pays you. At that ZIP-scaled rent, the other unit or units on the screened buildings bring in a median of about $1,365 a month before allowances. I count rent only after a maintenance and vacancy allowance. It is not treated as free money.

Taxes are an estimate. The property tax inside that payment is the model’s county effective rate, about 1.66% of the price a year, and the insurance is a state-average figure scaled to price [6]. Neither is a quote. A specific building’s tax bill moves with its assessment, its ZIP and whether you live in it, so treat both as placeholders until you have the bill and a quote in hand.

The back-end guideline (43%, with no other debt) puts it at $46,982 [5]. The rental-income credit in the next paragraph lowers what your own paycheck has to cover.

The part most buyers miss: an FHA lender can count 75% of the rented units’ rent toward your income when it qualifies you. That is why a Sheboygan duplex can be reachable on a paycheck that would not qualify for a single-family home at the same price. The median household here earns $71,992 [7].

The assistance test: HUD’s FY2026 low-income limit for the Sheboygan, WI MSA, the cap most assistance programs use, is $82,550 for a four-person household and $57,800 for one person [8]. WHEDA’s Easy Close Advantage DPA lends up to 6% of the purchase price as a ten-year second loan, repaid monthly at the first mortgage’s rate, to eligible owner-occupant buyers; WHEDA’s eligibility matrix (dated May 19, 2021) allows two- to four-unit homes with a WHEDA conventional first mortgage and at least a 3% buyer contribution, but stops at two units with an FHA loan like the one modeled here (checked September 2026) [9]. Locally, Partners for Community Development’s Homebuyers Assistance Program, funded with Sheboygan County money (a 0% deferred loan; the flyer gives no amount), is limited to single-family homes, so it does not reach a two-to-four-unit building [19]. Saving 10% of the local median household income, putting aside that deposit plus about $3,000 for other upfront costs takes about 14 months.

Renting the other unit to a Section 8 voucher tenant in Sheboygan

  1. The tenant pays a share set from income. The housing authority pays you the rest, up to a cap called the payment standard.
  2. The payment standard runs from 90% to 110% of the Fair Market Rent. HUD’s FY2027 two-bedroom Fair Market Rent for the Sheboygan, WI MSA, in effect from October 1, 2026, is $1,168 (FY2026: $1,116), so that basic range runs from about $1,051 to $1,285.
  3. The tenant’s share is capped at move-in. When the rent is above the payment standard, a family moving in cannot take on a share above “40 percent of the family’s adjusted monthly income”.
  4. The unit passes an inspection first. HUD is moving voucher inspections to its newer NSPIRE standard, but under Notice PIH 2026-18 housing authorities “may continue using HQS as previously defined or other HUD-approved inspection methods as their inspection standards until February 1, 2027”.

The short version: with a Housing Choice Voucher, the tenant pays a share of the rent set from their income and the housing authority pays you the rest, up to a cap called the payment standard [14]. In Sheboygan the main voucher agency is the Sheboygan Housing Authority [12]. I did not find a current two-bedroom payment standard on the pages I read, so ask the housing authority for the figure that applies to the building [12].

Sheboygan is not on HUD’s list of metros required to use Small Area Fair Market Rents [13], so a housing authority here may set one payment standard for the metro, anywhere from 90% to 110% of the metro-wide Fair Market Rent [14], or choose ZIP-level figures. HUD’s FY2027 two-bedroom Fair Market Rent for the Sheboygan, WI MSA, in effect from October 1, 2026, is $1,168 (FY2026: $1,116) [18], so that basic range runs from about $1,051 to $1,285.

The catch: the payment standard is a ceiling, not an offer.

HUD’s rule is that “the PHA may not approve a lease until the PHA determines that the initial rent to owner is a reasonable rent”, judged against rents for similar unassisted units [14].

The housing authority’s monthly payment is the lower of the payment standard or the gross rent, minus the tenant’s share [14], and when the rent is above the payment standard, a family moving in cannot take on a share above “40 percent of the family’s adjusted monthly income” [14].

A rent well above what similar units nearby get can fail even when it sits under the payment standard.

The inspection: before the lease starts, HUD’s rule requires that “The unit has been inspected by the PHA and passes HQS” [14]; HQS are HUD’s Housing Quality Standards. HUD is moving voucher inspections to its newer NSPIRE standard, but under Notice PIH 2026-18 housing authorities “may continue using HQS as previously defined or other HUD-approved inspection methods as their inspection standards until February 1, 2027” [15].

What Wisconsin law says about voucher tenants: Wisconsin’s fair housing law (Wis. Stat. §106.50) lists “lawful source of income”, but a 1995 federal appeals court decision, Knapp v. Eagle Property Management, read it as not covering housing vouchers, as a Wisconsin landlord-tenant law firm summarizes it [16].

Do not count on the state law to cover a voucher. Source of income is not a federal protected class: the Fair Housing Act’s rental rule lists “because of race, color, religion, sex, familial status, or national origin” [16]. This summarizes what the laws say; it is not legal advice.

One more 2026 fact: in December 2025 HUD recommended that housing authorities “Stop issuing new vouchers (except HUD-VASH and new FYI vouchers)” to keep 2026 costs inside their funding [17]. Fewer new voucher holders may be searching while that lasts, so ask the housing authority whether it is issuing.

Entry is the 25th percentile and typical the median of the surviving asking prices. Redfin does not publish a unit count; the model counts one unit per two bedrooms, rounded, between two and four.
