Duplexes in Memphis TN 2026: Prices, Rents, Cost to Own
Dated note, 24 September 2026: the Foothold Index table shows Memphis at -$21 a month, meaning the month costs $21 more than renting. That is the August 2026 edition at a 6.66% model rate. This page re-runs the figures at 6.71% (Freddie Mac PMMS, week of September 3, 2026).
The short version: a two-to-four-unit home in Memphis is cheap to get into, but the second unit does not close the gap on its own. Entry price is $160,000, the median surviving listing is $173,000, and the rent from the second unit leaves you $27 a month behind renting, before equity.
How much does a duplex cost in Memphis in 2026?
153 two-to-four-unit homes were listed in the Memphis metro when this ran. 16 of them failed none of my seven checks: a price floor, the FHA loan limit, price per square foot, gross rental yield, neighborhood violent crime, abandoned-property share and the five-year value trend. The prices on this page are from those 16 survivors, not the raw feed.
What the two prices mean: entry ($160,000) is the 25th percentile, the price at which a quarter of surviving listings sit below you. Typical ($173,000) is the median. The median deal itself was a 2-unit, 4-bedroom building at $173,000 in ZIP 38122.

What is the average rent in Memphis in 2026?
A one-bedroom in Memphis rents for about $894 a month, the average of Zumper’s and Apartment List’s asking rents for mid-2026. The model scales that figure by ZIP with HUD’s FY2026 Small Area Fair Market Rents, so a building in a cheaper ZIP is measured against a cheaper rent. A two-bedroom is about $1,230 on HUD’s FY2026 small-area fair market rents, the median across 19 ZIPs, and $975 on Zumper’s asking-rent data for July 2026.
Why it matters twice: that rent is what you would pay to keep renting, and it is also roughly what the other unit pays you. The median surviving deal collects $868 a month from its rented unit. I count that rent only after a maintenance and vacancy allowance. It is not treated as free money.
What you pay each month living in one unit and renting the other
The full payment on the median deal, with an FHA loan at 3.5% down and a 6.71% 30-year fixed rate, is $1,617 a month including mortgage insurance, property tax and insurance. The rented unit brings in $868. After the allowance, your share of the month is about $921, against $894 to rent a one-bedroom nearby.

On the typical $173,000 building the full payment at 6.71% is about $1,617 a month. FHA’s front-end guideline (payment at 31% of gross income) puts that at $62,603 a year. The back-end guideline (43%, with no other debt) puts it at $45,133. Real approvals land between the two.
The part most buyers miss: an FHA lender can count 75% of the second unit’s rent toward your income when it qualifies you. That is why a Memphis duplex is reachable on a paycheck that would not qualify for a single-family home at the same price. The median household here earns $68,124.
The assistance test: HUD puts the Memphis area median income at $92,700 for a four-person household (FY2026). Most down payment programs cap eligibility at 80% of that, which HUD publishes as $74,150 for four people and $51,950 for one. The $62,603 front-end figure above sits $11,547 under that four-person limit. Household size and each program’s own cap decide it.
Down payment and assistance for a Memphis duplex

Does the 2026 BAH cover a Memphis duplex on a VA loan?
The short version: Yes, on the typical $173,000 building. An E-5 with dependents draws $2,154 a month in 2026 BAH for the Memphis housing area (TN268), and a VA loan on that building costs about $1,584 a month, so the allowance alone covers it with $570 to spare.
How I built the VA payment: no down payment. The VA funding fee on a first use with less than 5% down is 2.15%, and “You can pay it at closing or roll it into the loan”. Rolled in, the $173,000 building becomes a $176,720 loan. Principal and interest on that at 6.71% over 30 years is about $1,142 a month, with no monthly mortgage insurance.
Property tax adds about $85 a month (the 0.59% county rate this page uses) and insurance about $357, the same estimates inside the FHA payment above. The total is about $1,584, against $1,617 on the FHA loan.
The other unit: I take the lower of the two two-bedroom rents on this page, HUD’s $1,230 and Zumper’s $975, so $975, and count it only after a 5% vacancy and 8% maintenance allowance: about $848 a month. The building is the typical two-to-four-unit price treated as a duplex, you in one unit and one unit rented.

The soft number: about $442 of that payment is property tax and insurance, and both are model estimates, not quotes. The insurance line is Tennessee’s average homeowners premium, multiplied by the model’s 1.71 insurance factor and scaled for price, so a real quote on a specific building is the likeliest way a row in the table changes sides.
The PCS test: does it still pay as a rental when orders come?
Rent both units at $975 and keep 87% of each: about $1,696 a month against the $1,584 payment, $112 ahead every month.
On this model the typical building carries itself as a rental after you move. Property management fees are not modeled, and paying a manager from another duty station widens the gap.
You also “must personally occupy one of them as your home”. Some borrowers pay no funding fee, including those receiving VA compensation for a service-connected disability; without the fee the payment here is about $24 a month lower.
Which bases: the TN268 rates are the ones published for the Memphis housing area, which serves Naval Support Activity Mid-South (Millington). A member who keeps uninterrupted BAH eligibility at one location “will not see a rate decrease”. The 2026 rates were released in December 2025; this section is re-run the day the 2027 rates post. Renting the other unit to a Section 8 voucher tenant in Memphis
- The tenant pays a share set from income. The housing authority pays you the rest, up to a cap called the payment standard.
- The payment standard is set by ZIP code. For scale, HUD’s FY2027 metro-wide two-bedroom Fair Market Rent for the Memphis, TN-MS-AR HUD Metro FMR Area, in effect from October 1, 2026, is $1,301 (FY2026: $1,274), and a basic-range payment standard runs from 90% to 110% of the published figure that applies.
- The tenant’s share is capped at move-in. When the rent is above the payment standard, a family moving in cannot take on a share above “40 percent of the family’s adjusted monthly income”.
- The unit passes an inspection first. HUD is moving voucher inspections to its newer NSPIRE standard, but under Notice PIH 2026-18 housing authorities “may continue using HQS as previously defined or other HUD-approved inspection methods as their inspection standards until February 1, 2027”.
The short version: with a Housing Choice Voucher, the tenant pays a share of the rent set from their income and the housing authority pays you the rest, up to a cap called the payment standard. In Memphis the main voucher agency is the Memphis Housing Authority (MHA). It publishes its payment standards by ZIP code; look up the figure for the building’s unit size and location.
HUD requires housing authorities in this metro to set payment standards from Small Area Fair Market Rents, ZIP code by ZIP code, so the figure depends on the building’s ZIP. For scale, HUD’s FY2027 metro-wide two-bedroom Fair Market Rent for the Memphis, TN-MS-AR HUD Metro FMR Area, in effect from October 1, 2026, is $1,301 (FY2026: $1,274), and a basic-range payment standard runs from 90% to 110% of the published figure that applies.
The catch: the payment standard is a ceiling, not an offer.
HUD’s rule is that “the PHA may not approve a lease until the PHA determines that the initial rent to owner is a reasonable rent”, judged against rents for similar unassisted units.
The housing authority’s monthly payment is the lower of the payment standard or the gross rent, minus the tenant’s share, and when the rent is above the payment standard, a family moving in cannot take on a share above “40 percent of the family’s adjusted monthly income”.
A rent well above what similar units nearby get can fail even when it sits under the payment standard.
The inspection: before the lease starts, HUD’s rule requires that “The unit has been inspected by the PHA and passes HQS”; HQS are HUD’s Housing Quality Standards. HUD is moving voucher inspections to its newer NSPIRE standard, but under Notice PIH 2026-18 housing authorities “may continue using HQS as previously defined or other HUD-approved inspection methods as their inspection standards until February 1, 2027”.
What Tennessee law says about voucher tenants: Tennessee has no statewide source-of-income law in PRRAC’s March 2026 compendium of these laws. Locally: PRRAC’s March 2026 compendium lists a Memphis source-of-income ordinance; I could not read the ordinance itself, so check with the city before relying on it.
Source of income is not a federal protected class: the Fair Housing Act’s rental rule lists “because of race, color, religion, sex, familial status, or national origin”. This summarizes what the laws say; it is not legal advice.
One more 2026 fact: in December 2025 HUD recommended that housing authorities “Stop issuing new vouchers (except HUD-VASH and new FYI vouchers)” to keep 2026 costs inside their funding. Fewer new voucher holders may be searching while that lasts, so ask the housing authority whether it is issuing.

FHA loan limits in Memphis (2026)
FHA, the Federal Housing Administration, is the loan program that lets an owner-occupant buy a two-to-four-unit building with 3.5% down. It caps how large a loan it will insure, county by county. Shelby County, TN sits at the national floor for 2026, so the standard limits apply. The cap rises with the number of units, which matters for house hacking: a duplex gets a higher limit than a single-family house.

The cap is not the binding check here. The typical entry price in Memphis is $160,000, less than a quarter of the two-unit limit, and 3.5% down on $160,000 is about $5,600 before closing costs. Every listing in my screen was already checked against the county FHA limit, so nothing that survived is limit-constrained.

- Shelby County posted the largest population decrease of ANY US county in 2024; local commentary frames Detroit and Pittsburgh as the aspirational comps. Our durability inputs see the level; the trajectory is the risk.
- 27,658 eviction filings in 2025; ~68% of top-evicting properties are out-of-state owned. The tenant pool our collected-rent line depends on churns hard here.
- The famous safe pockets (Germantown, Collierville, Bartlett) are suburban single-family territory – they are NOT where $160k 2-4 unit stock sits. The safe-and-cheap overlap is narrower than metro stats imply.
- Turnkey/out-of-state investor burn stories are a Memphis genre unto itself – break-ins from day one, sellers going silent.
What this page does not tell you
- Flood insurance is not modeled anywhere in this analysis. Budget for it separately.
