Yes on this pilot’s four-check screen, on the typical building at 6.71%. The screen asks one narrow question: can a first-time owner-occupant buy a two-to-four-unit here with an FHA loan, live in one unit, rent the rest, and come out ahead of renting? In Wheeling the answer is yes, by $171 a month. That verdict rests on the unit count: Redfin does not publish one, so the model infers it from bedrooms (one unit per two), and on a ten-listing sample that inference decides the size of the margin; the entry price and the median both rest on a one-bedroom, one-bath listing counted as two units, and without it the margin is about $50 a month.
The full payment at the median of the ten survivors is about $1,676 (the $199,000 building’s own payment is about $1,680). The rent the model credits for the other unit or units, net of its allowances, is about $1,025. The $651 that leaves you is under HUD’s $822 one-bedroom Fair Market Rent.
How much does a duplex cost in Wheeling in 2026?
Redfin showed 14 two-to-four-unit homes for sale in its Wheeling multi-family search on 28 September 2026, after I set aside buildings too large to be two to four units [1]. Of those, 10 passed the four checks this pilot could run from the listing page: a price floor, the FHA loan limit, price per square foot and gross rental yield.
The neighborhood crime, abandoned-property and value-trend checks the ranked metros get were not run here, so this is a looser screen. The prices on this page are from those 10 survivors, not the raw feed.
What the two prices mean: entry ($150,000) is the third-lowest of ten asking prices and typical ($199,000) the upper of the two middle ones. Both are asking prices, not sales, and the kept figure on this page is the median result across the 10 surviving listings, each run at its own price, unit count and ZIP rent; the payment is the median of their payments. The FHA two-unit limit here is $693,050, covered below.

What is the average rent in Wheeling in 2026?
The rent benchmark on this page is HUD’s FY2027 one-bedroom Fair Market Rent for the Wheeling, WV-OH MSA, $822 a month, in effect from October 1, 2026 [2]. I use HUD’s figure rather than a listing-site average because the one asking-rent series read for Wheeling (Zumper) sits 16% above it on a thin sample; the sources say more. On Zumper’s higher figure the same buildings would come out further ahead (about $300 a month on my re-run), not behind, so HUD’s rent is the cautious choice here. The model scales that figure by ZIP with HUD’s FY2026 Small Area Fair Market Rents [3], so a building in a cheaper ZIP is measured against a cheaper rent. A two-bedroom is about $1,070 on HUD’s FY2026 small-area fair market rents, in the one ZIP where the survivors sit, and $1,009 on HUD’s FY2027 two-bedroom Fair Market Rent for the same area.
Why it matters twice: that rent is what you would pay to keep renting, and it is also the yardstick for what the other unit pays you. At that ZIP-scaled rent, the other unit or units on the screened buildings bring in a median of about $886 a month before allowances. I count rent only after a maintenance and vacancy allowance. It is not treated as free money.

The full payment at the median of the ten survivors, with an FHA loan at 3.5% down and a 6.71% 30-year fixed rate [4], is about $1,676 a month including mortgage insurance, property tax and insurance [5].
At ZIP-scaled market rent, the other unit or units bring in a median of about $886 a month across the screened buildings; across the screened buildings the model’s rent credit after allowances runs from about $690 on a duplex to about $2,080 on the one fourplex, and the median result puts your share of the month at about $651, against HUD’s $822 one-bedroom Fair Market Rent.

The part most buyers miss: an FHA lender can count 75% of the rented units’ rent toward your income when it qualifies you. The median household here earns $55,531 [7].
The assistance test: HUD’s FY2026 low-income limit for the Wheeling, WV-OH MSA, the cap most assistance programs use, is $63,100 for a four-person household and $44,200 for one person [8]. The $64,860 front-end figure above sits $1,760 over that four-person limit. Household size and each program’s own cap decide it.

- The payment standard runs from 90% to 110% of the Fair Market Rent. HUD’s FY2027 two-bedroom Fair Market Rent for the Wheeling, WV-OH MSA, in effect from October 1, 2026, is $1,009 (FY2026: $991), so that basic range runs from about $908 to $1,110.
- The tenant’s share is capped at move-in. When the rent is above the payment standard, a family moving in cannot take on a share above “40 percent of the family’s adjusted monthly income”.
- The unit passes an inspection first. HUD is moving voucher inspections to its newer NSPIRE standard, but under Notice PIH 2026-18 housing authorities “may continue using HQS as previously defined or other HUD-approved inspection methods as their inspection standards until February 1, 2027”.
The short version: with a Housing Choice Voucher, the tenant pays a share of the rent set from their income and the housing authority pays you the rest, up to a cap called the payment standard [14]. In Wheeling the main voucher agency is the Wheeling Housing Authority [12]. I did not find a current two-bedroom payment standard on the pages I read, so ask the housing authority for the figure that applies to the building [12].
Wheeling is not on HUD’s list of metros required to use Small Area Fair Market Rents [13], so a housing authority here may set one payment standard for the metro, anywhere from 90% to 110% of the metro-wide Fair Market Rent [14], or choose ZIP-level figures. HUD’s FY2027 two-bedroom Fair Market Rent for the Wheeling, WV-OH MSA, in effect from October 1, 2026, is $1,009 (FY2026: $991) [18], so that basic range runs from about $908 to $1,110.
The catch: the payment standard is a ceiling, not an offer.
HUD’s rule is that “the PHA may not approve a lease until the PHA determines that the initial rent to owner is a reasonable rent”, judged against rents for similar unassisted units [14].
The housing authority’s monthly payment is the lower of the payment standard or the gross rent, minus the tenant’s share [14], and when the rent is above the payment standard, a family moving in cannot take on a share above “40 percent of the family’s adjusted monthly income” [14].
A rent well above what similar units nearby get can fail even when it sits under the payment standard.
The inspection: before the lease starts, HUD’s rule requires that “The unit has been inspected by the PHA and passes HQS” [14]; HQS are HUD’s Housing Quality Standards. HUD is moving voucher inspections to its newer NSPIRE standard, but under Notice PIH 2026-18 housing authorities “may continue using HQS as previously defined or other HUD-approved inspection methods as their inspection standards until February 1, 2027” [15].
What West Virginia law says about voucher tenants: West Virginia has no statewide source-of-income law: its Fair Housing Act (W. Va. Code §16B-18-5) lists race, color, religion, ancestry, sex, familial status, blindness, disability and national origin, and source of income is not on that list [16].
Source of income is not a federal protected class: the Fair Housing Act’s rental rule lists “because of race, color, religion, sex, familial status, or national origin” [16]. This summarizes what the laws say; it is not legal advice.
One more 2026 fact: in December 2025 HUD recommended that housing authorities “Stop issuing new vouchers (except HUD-VASH and new FYI vouchers)” to keep 2026 costs inside their funding [17]. Fewer new voucher holders may be searching while that lasts, so ask the housing authority whether it is issuing.

After setting aside ten or more bedrooms, eight or more baths, six thousand square feet or more, and builder plans with no street address, 14 listings remained; they were screened for price floor, FHA county limit, price per square foot and gross yield only. The crime, abandoned-property and value-trend gates were not run, and the model’s crime-loss allowance uses the median of the 83 screened metros instead of a ZIP figure. Of those, 10 survived. Entry is the 25th percentile and typical the median of the surviving asking prices. Redfin does not publish a unit count; the model counts one unit per two bedrooms, rounded, between two and four.
